A penalty is counted per race, not per skater: this is how often the referee intervenes, not who it happens to. PEN, plus DQ before the 2011/12 season — which is what a penalty was called then — plus yellow and red cards. Relays are counted with everything else, because a relay penalty is a penalty; it belongs to the nation rather than to the skater who took the leg, which is why it is on this board and not on the per-skater one.
